Peripheral Security Experts Forum: structuring urban security

A unique event dedicated to peripheral security

On 14 and 15 October 2025, the Palais de l'Europe in Menton hosted the first edition of the Peripheral Security Experts Forum.
Initiated by ARTELIA and LBA – La Barrière Automatique.
This event brought together public and private stakeholders to structure a joint reflection on urban security and the protection of the surroundings of sensitive sites

Why perimeter security has become strategic
In a context of urban densification and evolving threats, the perimeter of a site is now the first line of vulnerability.
Hospitals, airports, stadiums, data centres and public spaces face multiple risks: intrusions, sabotage and vehicle ramming attacks.
The forum highlighted a shared observation:
there is still no structured regulatory framework for the permanent security of public spaces, unlike the temporary measures put in place for major events.

Towards a common culture of security
Conferences, workshops and feedback sessions addressed the following topics:
- flow management,
- peripheral risk analysis,
- the integration of security measures into the urban fabric,
- the need for a cross-disciplinary approach combining urban planning, engineering and security.
This first edition also saw the creation of a scientific committee tasked with developing concrete recommendations for local authorities and public decision-makers.
