On July 19th, the Heilongjiang Provincial Government and the Mudanjiang Municipal Government cooperated with each other to closely organize the "Longwei 2019-2" emergency drill for flood fighting and rescue. It is reported that the location of the exercise was in the Mudanjiang waters of Guaiwan Village, Bohai Town, Ning'an City, Mudanjiang. The whole exercise was designed strictly in accordance with the standards for preventing large floods, based on complex and difficult situations, and strengthened contingency and temporality. We will be as close as possible to the actual combat construction exercise background, to be as close to the actual combat inspection command capability, rescue capability, and equipment effectiveness as possible, to comprehensively test, exercise, and improve the actual combat capabilities of organization and command, field rescue, mobile support, and evacuation and transfer of flood and emergency rescue.
During the flood prevention and control exercise, the participating members used different methods to implement rescue according to the characteristics of the disaster. In the island rescue and embankment protection exercises, the Harbin Forest Fire Fighting Unit mainly used hand-held life-saving throwers to throw life jackets (circles) to rescue falling water personnel. The Yichun Forest Fire Fighting Team focused on drone surveys and throwing rescue equipment, and the rescue boat is remotely controlled for rescue. During the emergency evacuation of flash floods and the rescue of key targets, the Mudanjiang Forest Fire Fighting Team organized team members to reinforce the dyke, flood prevention piles, tarpaulins for rescue and post-disaster reconstruction.
This flood-resistance drill has actually tested the overall disaster prevention and disaster relief capabilities of the Corps. It has comprehensively exercised and improved the overall practical capabilities of planning guidance, organizing and directing, coordination and cooperation.
